§ Providing technical assistance in negotiation and drafting of complex JOA, AMI, Farm-In, Farm-Out, acquisition and swap agreements when midstream assets were affected.

§ Negotiation of Master Service Agreements with the department’s contract service providers and monitoring compliance therewith.

§ Supervision of complex right-of-way and surface acquisition agreements required to support an aggressive drilling and midstream infrastructure and facilities development plan.

§ Providing and evaluating pro forma data to support acquisition of new AFE’s.

Served as the U.S. Division Land Manger for a publicly traded, international, E&P company’s Appalachian Basin CBM project.  Relevant responsibilities and achievements included:

 

§ Management of all leasing, ROW and surface acquisitions in support of an active CBM drilling program and greenfield development of gathering infrastructure and appurtenant surface facilities.

§ Supporting the legal department in the negotiation and preparation of all farm-outs, farm-ins, AMI’s and JOA’s and ensuring compliance therewith.  Monitoring and providing required compliance reports to executive management and JV partners.

§ Supervision and coordination of all contract land personnel and services including; leasing, ROW, abstracting and title curative associated with surface and mineral acquisitions.

§ Negotiation and acquisition of midstream transportation agreements.

§ Identification and development of new midstream transportation prospects and JV partners.

§ Coordinate effective communication and provide support for the drilling program between the Land Department, Drilling, Operations, Geology, Permitting, GIS, Legal, Construction, Engineering and Corporate Development departments.

§ Serving as the company liaison in all matters before the WVDEP Office of Oil & Gas permitting office and the WVDEP Coalbed Methane Review Board.

§ Ensuring departmental compliance with annual budget and performance requirements.

§ Standardizing all company U.S. Land Division procedures related to mineral and surface acquisitions and permitting processes. 

§ Participating as a member of the Coalbed Methane Advisory Committee to the WVDEP Coalbed Methane Review Board and collaborating with industry stakeholders in the preparation of proposed legislation pertaining to the development of CBM regulations and field rules for the State of West Virginia.

§ Participating as a member of the West Virginia Independent Oil and Gas Environmental and Governmental Affairs committees and collaborating with industry stakeholders to formulate a recommended industry strategy in response to WV House Bill 4135.
